Luretha Philips

Luretha Phillips serves as Development Director for the Memphis Housing Authority (MHA) and has over 25 years of experience in procurement, grant planning and administration, budgeting, contract negotiation and other aspects of real estate development. In this role, she is responsible for working with a team to manage very complex and innovative urban revitalization grants awarded by the U.S. Department of Housing & Urban Development for the removal of obsolete public housing and transforming these sites into safe, well-designed and vibrant affordable housing communities. Luretha is also passionate about creating homeownership opportunities and collaborating with public/private partners to deliver comprehensive community and supportive services that promote resident self-sufficiency and create economic opportunity for the families we serve.

Luretha earned a Bachelor of Public Administration in Criminal Justice and a Master of Public Administration from the University of Mississippi and holds a Public Housing Manager Certification.
